Yes, it's no longer enabled by default in the latest CVS version.

IMHO It's good idea (in spite of postgres is my main database in grass)
But I have little sugestion (for all). If some changes like this will be
made (i.e which require new or addational behavior during compilation
cvs please inform about it on "grass-user"
