Hi folks, I eventually figured out the issue. Essentially it was a problem with Passenger running under the 'nobody' account which didn't have access to the web interface folder.
Using passengers documentation: http://www.modrails.com/documentation/Users%20guide%20Apache.html#_security_options I made some modifications to the apache2.conf file and override to the default passenger user to root.
