Hi, I have some questions about FILTER plugin configurations (and plugin 
configurations in general).

Is it possible to change the configuration of a plugin at runtime? As 
filter plugins do no have a UI at all, they can only have a 

1. static configuration or 

2. fetch the configuration on their own (via some custom logic such as 
loading a config file)


* Is it possible to notify a plugin of a configuration change?

* is it possible to create a custom REST resource and integrate with a 
plugin

* what is the recommended practice to do this?

* is it possible to stop and start a FILTER (like with an OUTPUT plugin)

Side note: I know that the current plugin architecture is relatively new, 
but documentation on it is really sparse. I would really appreciate it to 
have it improved (maybe an example for each plugin type)
