I have developed some kind of prototype to send SNMP data for alarmCallback and output plugins. However, I found it quite difficult to find a generic means to "translate" a message to some kind of SNMP trap. If you want some generic mechanism you could try my AlarmCallback "execscript" plugin (https://github.com/dfch/biz.dfch.j.graylog2.plugin.alarm.execscript) where you could define a custom script sending a trap of your liking.
