Hi, compile and install (as in mvn install) the Anonymous Usage Statistics plugin once and you should be fine.
I used to develop and build plugins before, however, this was before the > bootstrap scripts complicated things. You don't have to use graylog-project and its scripts to develop plugins. It's merely a meta-project to simplify things for developers having to handle multiple plugins and various versions of Graylog. If it complicates things for you, simply don't use it.
