As the documentation states, these are parameters you have to give to the 
JVM when starting Graylog.

If you have installed Graylog with the operating system packages (DEB or 
RPM), there is a configuration file (see 
https://github.com/Graylog2/fpm-recipes/blob/2.1/recipes/graylog-server/files/environment#L4-L5)
 
in which you can add these parameters. Please refer 
to http://docs.graylog.org/en/2.1/pages/configuration/file_location.html 
for the specific file location in your installation.
