Try to use the command according to this documentation 
http://www.joda.org/joda-time/timezones.html : 

sudo graylog-ctl set-timezone Etc/GMT-3 

Don't forget to reconfigure the graylog suite :

sudo graylog-ctl reconfigure

And it should work !
