All of my systems have their BIOS/hardware clocks to UTC, and TZ defaults to our local timezone. Graylog hosted on linux does the same thing, and I believe graylog converts incoming syslog timestamps back to UTC before saving the content in elasticsearch.
Each user profile in graylog has a default timezone setting near the bottom of the profile page. Just set this to your EST and graylog's web pages will display everything in your current timezone. This is a bog-standard behavior any time a computer of any flavor has to deal with time data.
