You understand correctly: GM is not the tool to use to develop an
application that reads local files and acts on them.

If your local machine is running a web server, you could put the files
that you want to process in a place where they can be delivered by
the web server, and let GM works its magic.

If you want to process graphics files through a local EXE, though,
it's probably better that you build a full Firefox extension or a
web application: I don't have any idea how GM would talk to a local
EXE, but you could probably get IIS (or Apache) to do that for you.

That, however, is a topic for an entirely different list.
