This is a super old, apparently still not resolved, bug. The wording
there is incorrect. The monkey menu displays scripts that should run on
the current page, so when it is empty, that does not necessarily mean
"no scripts installed" it means "no scripts that should run on this page
are installed".

You're probably just not on the right page (one which matches a script's
@include and not an @exclude).
