Not exactly. If the list of remote resources changes, they then will be re-downloaded. If you have no changes but want to force a download, the best way is to just re-install the script. If you're editing it anyway, you can make a dummy change to one of the URLs (append #something or ?something, perhaps).
Related question: in the script management interface, by right- clicking on a GM script it gives the possibility to check for updates: how can I take advantage of that feature with my scripts?
Wait for it to be implemented completely/correctly. Then it will "just work". But it will probably require the script to be served from HTTPS. And probably all the @require's too. (By default, but that effectively means it has to if you want users to actually get this feature.)
