Brief of the meeting of the Campaign for Survival and Dignity {This is NOT
the minutes but personal notes]
1. The drafting of the bill by the inter-ministerial Technical Committee
constituted under the Min of Tribal Affairs has been progressing
satisfactorily and is based on the draft prepared by the Camapaign for
Survival and Dignity [CSD], a campaign initiated by struggle movements in
2002. It is expected that the Draft Bill would be placed in the Parliament
at the end of this Budget Session.
2. A number of actions are decided at the CSD meeting at Nagpur Feb 19-20.
They include:
a) A post card to be immediately sent to (i) Ms.Sonia Gandhi, Chairperson,
National Advisory Committee, 10, Janpath,New Delhi - 110011 (ii) Dr.Manmohan
Singh, Prime Minsiter of India, North Block, New Delhi
stating that "I welcome the initiative for the Act to remove the Historical
Injustice done to the Adivasis and Forest Dwellers. I hope that THE
SCHEDULED TRIBES & FOREST DWELLERS (RECOGNITION OF FOREST RIGHTS) ACT 2005
would rectify this injustice". Post cards could be sent one each by the man
and wife who have filed the claims for rights to the forests. Others too can
send the card.
b) March 7-21: Rallies and other public action in all the states on all the
days at village/block/district level and at the state level demanding that
(i) the proposed THE SCHEDULED TRIBES & FOREST DWELLERS
(RECOGNITION OF FOREST RIGHTS) ACT 2005 would rectify the historical
injustice to the Adivasis and the forest dwellers since independence and
that they would be passed immediately and implemented in a time bound
manner.
(ii) Demand that each political party immediately publicly state their
position on the proposed Act
(iii) Demand that each MP shall support the Act in the Parliament and the
Rajya Sabha
(iii) Demand an early passage of the Act in the Parliament and the Rajya
Sabha and
(iv) Speedy, time bound and proper implementation.

c)March 7-21: Dharna in Delhi with 500 people per day in 7 batches and from
various states.
Note: Rs.100 per person per day for those participating in the Dharna. Each
organisation to contribute liberally to the Campaign.
d) March 5-21: 1 or 2 representatives to be stationed in Delhi to meet the
concerned state MPs and lobby for support to the bill.
