New version to replace Goonda Act: Minister

KOCHI: Minister for Law M. Vijayakumar said here on Sunday that the Goonda Act would be replaced with a new and improved version soon. Addressing a meet-the-press, the Minister said some of the provisions of the Act offered scope for misuse, and hence it was withdrawn. The Act will be made more humane. The Law Department will be revamped to make it more pro-active and pro-people. A three-tier monitoring system will be in put in place to assess the performance of Government pleaders. There will also be a system to bring the most qualified personnel to the Government system, the Minister said. He said a law reforms commission would be constituted in the State soon. It will recommend ways to improve the existing laws and eliminate obsolete ones. This has been a long-standing need, as the State needs to update its legal system to make it more-people-oriented and effective. This is a policy decision by the present Government, the Minister said. This is the golden jubilee year of the State Legislature. During the year, a comprehensive review of the achievements and failures of the system will be made, he said. Mr. Vijayakumar, who is also Minister for Parliamentary Affairs, said the Institute for Parliamentary Studies would be revamped. The institute will be housed in the old Assembly building attached to the Law Department. The Minister visited V.R. Krishna Iyer, former judge of the Supreme Court, at a city hospital. |
