| Home Minister says Ordinance has lost its relevance |
KOCHI: A new law will be presented during the next Assembly session in place of the Kerala Felonious Activities (Prevention) Ordinance 2005, widely known as the Goonda Act, said Home Minister Kodiyeri Balakrishnan on Saturday.
He was speaking after the inauguration of the 19th State meeting of the Kerala Police Officers' Association at EMS Memorial Town Hall here on Saturday.
The Ordinance presented by the previous Government had lost its relevance, as crime rate had shot up during eight months it was in force.
Also, the UDF Government did not build the infrastructure required for implementing the Ordinance, like setting up of a review committee or identifying jails for holding those arrested under the Act, Mr. Balakrishnan said.
The new law will be framed after open discussions with all concerned, the Home Minister said.
Responding to a complaint raised by the association officials that the officers in ranks of sub-inspector, circle inspector and DySPs were overlooked during pay revision, the Minister said that a committee would be formed to look into the discrepancies and this case would be referred to that committee.
"Issues that do not require financial commitment will be considered favourably," the Minister assured the officers. Timely amendments will be made to the Kerala Police Departmental Inquiry and Punishment Rules so that the promotion prospects of police officers are not affected, he said.
All special branches of police, like Special Branch, Vigilance, Crime Branch and Intelligence will be strengthened.
Initial round of discussions has been held with the chairman of the Public Service Commission to streamline the selection of police constables and sub-inspectors, Mr. Balakrishnan said.
Proposals like having a public relations officer at the district level, revision of the police training syllabus and construction of residential quarters will be considered, he said.
K. Laljy, State president of the KPOA, presided and Jacob Punnoose, AGDP Intelligence, V.R. Rajeevan, ADGP Headquarters, K. Padmakumar, DIG, Ernakulam Range, P. Vijayan, City Police Commissioner, A.K. Venugopal, secretary, Kerala Police Service Officers' Association, and P.C. Kunjukunju, general secretary, Kerala Police Association, spoke.
