connotations. The colonial times even saw grass as an
excuse for taxation. More serious are state of gender
relations in the contemporary world. Dreze and Sen
2002 in their chapter on role of women's agency
highlight role of criminal intentions (property,
sexual matters and transgressions in social norms even
in day-to-day activities). It takes one generation to
attain basic capabilities if policies are applied in
their rigor of democracy. I wonder when will female
agency is given their due and rightful place which is
the foundation of all social relations and
self-respect
