The Human Rights Law Network (HRLN) is a network of lawyers and social
activists dedicated to the use of the legal system to advance human
rights, struggle against violations and ensure access to justice for
all.  The organization provides pro bono legal services to those with
little or no access to the justice system. It participates in the
struggle for rights through its various activities including public
interest litigation, advocacy, legal awareness programmes and
investigations into violations, publishing ‘know your rights’ materials,
and participating in campaigns.

HRLN is now inviting applications from committed young men and women for
Post Of Director/Assistant Director in Right to Food Initiative. The

Right to Food Initiative, a unit of HRLN:
HRLN has participated in the struggle for Right to Food and work for
over a decade, as part of its larger mandate and this work has evolved
into a dedicated HRLN initiative, the Right to Food Initiative (RTF),
through its national network of lawyers and activists.

The right to adequate food is the one of the basic human rights. Even
after attaining self-sufficiency, many people in our country still die
of acute hunger. The families specially living under the Below Poverty
Line are severely affected, even though the government stores are
overflowing with grains and every year’s tones of excess grains are
dumped into the sea.  The Supreme Court has taken cognizance of the
matter and directed the central and state governments to take adequate
steps to mend this ironical situation.  HRLN seeks to develop a National
Right to Food Legal Campaign, which would pressurize the government to
be accountable for poverty and starvation in the country.


Issues of RTF/ HRLN:
The various issues with which RTF engages are:

o        Implementation of the various right to food schemes of the
state and central governments like the Mid Day Meal scheme;

o        Non implementation of the Supreme Court directions;

o        Enforcement of various acts like the National Rural Employment
Guarantee Act 2005;

o        Reduction of the prices of grains for the people living below
the poverty line;

o        Introduction of a new rule under the Essential Commodities Act
so that the functioning of the ration shops operating under the Public
Distribution System are firmly regulated;

o        Issue of accountability in cases of starvation deaths;

o        Issue of discrimination against dalits in the food security
systems in the country;

o        Issue of exclusion of millions of people from the Below Poverty
Line (BPL) category by the government so that the government does not
have to pay them the benefits.

o        Any other gender based discrimination/ exploitation

Fact  finding, investigation and Monitoring

SCOPE AND RESPONSIBILITIES

Leading  the national initiative across 22 states on ‘access to justice
to Right to  Food’.
Building  a team of lawyers and social activists on Food security
issues.
Identifying  PIL
Planning  and organising trainings
Fund  raising
Developing  budgets, monitoring and accounting for expenditures
Developing  the Right to Food website

·         Conceptualizing, developing and implementing thematic public
advocacy campaigns on Right to Food.

·         Networking and organizing consultations with civil society
groups as well as Government agencies, around PILs in Supreme Court and
High Courts on Right to Food and managing the data base emerging from
consultations.

·         Bringing out RTF publications.

·         Managing information fact sheets for the media and the public
on Food issues.

·         Representing the organization at various forums



QUALIFICATIONS


A  deep commitment for Food Security issues.
Masters  degree in relevant field or a law degree.  Legal qualification
is not necessary  but could be of advantage
A  minimum of 4 years experience
Experience  in project management and co-ordination
A  self-motivated, articulate person capable of working without much
supervision  and  managing multiple and competing priorities
Interpersonal  skills with an ability to network and liaise in diverse
environments
Excellent  written and communication skills
Fluency  in English and any other Indian languages
Willingness  to travel domestically as required


Compensation will be based on experience and internal equity.
