i read that article.. and i dont think that says that the government should
seek mandate for evrything that they do.. for things that are highly
controversial, perhaps that is true. but, for other cases, i think that the
government should be able to decide on its own.. seeking a mandate for each
MoU is not going to work, and i thought that evrybody would agree to my
viewpoint..
