I thought 'buffer zone' was as defined in the tree-zone model of protected areas, core, buffer and tourism zones. My understanding is that the first one is necessary, whereas the other two are not. Also, the status of the zones themselves could vary: Silent Valley core could be an NP, whereas the newly added buffer zone, a WLS. The Periyar Tiger Reserve follows this model - the core, consisting of around 350 sq. km., is a National Park, and the rest is designated a WLS. I am not an expert on the legal aspects though.
