Greetings from Peoples' Collective for Economic, Social and Cultural Rights.
We are pleased to inform you that the draft Shadow Report on ESCR is now ready
for your endorsement. It is our endeavour to ensure that this report reaches
the Secretariat of the UN Committee on ESCR, Geneva on or before Tuesday, the
1st April, 2008.
The Shadow Report process was begun in September 2007 in the course of which,
series of national meetings were held. A consultative and participatory process
for preparation of the report brought together nearly 100 Civil Society and
Women's Organizations. In order to seek your solidarity to the work done we are
herewith sharing the draft chapters written by the various authors and
researchers based on the consultative meeting recommendations.
The Covenant on Economic, Social and Cultural Rights was ratified by India in
1979, and an initial report on the status of ESCR was submitted, there has been
no status report submitted in the intervening years. Government of India has
now submitted a progress report in October 2006 to the UN Committee on ESCR
after a gap of nearly 15+ years.
On behalf of the Collective we request all the mass based organizations,
Movements, Civil Society organizations, Trade Unions and other affiliated
groups to endorse the Shadow Report on ESCR by 5 PM of March 26, 2008. We also
request you to circulate this endorsement among your networks.
