The National Confederation of Dalit Organisations (NACDOR) is the largest
Civil Society platform of Dalits and other Marginalised people, driven by
progressive, secular, democratic and non-sectarian values. NACDOR is a
Rights based organisation led by Dalits, and it works towards the
advancement of Dalits through innovative advocacy centred programs, enabling
strategies, community based interventions in systematically evolved
synergies of various stakeholders working towards the goal of social,
economic, cultural and political empowerment of the Marginalised, with
Dignity.

Reservations for Dalits and other marginalised sections in jobs in the
Government and Public Sectors have been an important tool of Social Justice
in the Country. This provision of reservations has gone a long way in
facilitating the opening of the doors for participation of Dalits and
marginalised people in the National mainstream. Just this mere participation
of Dalits in running the Government, its Departments and institutions has
been an important cause of weakening of some of the centuries old 'pillars
of the Caste system' in India.

However, since the early nineties, with the adoption of the New Economic
Policies, the role of the Government has steadily been eroded. Various tasks
which were managed by the Government have been handed over to the private
sector and this process continues. This has resulted in the employment
opportunities in the Government and Public Sectors to steadily and
significantly get reduced.

The Private Sector has been given a huge push in the form of subsidies,
rebates, open markets, tax holidays and other incentives at the expense of
the taxpayer - the result of a promotive and business friendly 'neo -
liberal' State machinery. While this has been happening, the 'creamy layer'
of the upper castes, rich and elite sections have found new opportunities in
evolving as 'globalised citizens'. On the other hand, the Dalits, OBCs,
Minorities, poorer sections of the upper castes and other marginalised
groups have been steadily losing out. This is also because, the private
Corporations, most of whom are run by the Brahmanical elite of this country,
have been extremely exclusivist and resistant to the concept of employing
Dalits, OBCs and other marginalised people.

Realising the challenge of ensuring the participation by employment of
Dalits and the other marginalised people, in this newly emerging 'Corporate
India', the current Unitied Progressive Alliance (UPA) government had shown
its 'sensitivity' to affirmative action and reservation in jobs for Dalits
and other marginalised sections in the Private Sector. In fact the National
Common Minimum Programme (NCMP) of the UPA Government promises to 'see how
best the private sector can fulfill the aspirations of scheduled caste and
scheduled tribe youth.'

The Private Sector of the Country and its representative apex bodies made
the Country believe that they are voluntarily evolving a system for ensuring
employment of Dalits and marginalised people in the industries and other
facilities run by them.

Where are we as a society on this? Have Dalits and other marginalised
communities found their promised place in these Corporate houses as per the
NCMP? How should the Indian Trade Union Movement respond to the call of
inclusion of Dalits and other marginalised people in the business, industry
and private sector? Can the Indian Polity and other larger democratic and
progressive forces along with the Dalit Movement forge a broader alliance to
ensure social justice with equity and dignity to all?

In the light of the above and on the occasion of International Labour Day,
NACDOR is beginning a National dialogue on the above issues by organising a
one day National Conference on Reservations in the Private Sector in New
Delhi. Grassroots leaders, Intellectuals, Political Leaders, academics and
others belonging to Dalits, OBCs and Minorities from all over India will be
participating in the Conference.
