*APPEAL FOR IMMEDIATE RELEASE OF SVPS REPRESENTATIVES*

We as concerned citizens from across the country are shocked that the Andhra
Pradesh Police Administration has arrested two representatives of the SEZ
Vyatireka Porata Samiti (SVPS), which has been protesting against the
dubious and coercive acquisition of land done for the Kakinada Special
Economic Zone at U. Kotthapalli for the past two years. These arrests come
at a time when the entire matter of land acquisition for the project and the
violations by the developers there in, is under investigation by your
Commission. We are aware that a committee constituted by the SHRC is slated
to visit the area for a detailed fact finding.



The arrests have been done on the ground that the protestors have violated
the law during their resistance to allow construction and other activity to
be allowed in the area. The Samiti and farmers from the area have already
submitted affidavits to the APSHRC stating that they were being misinformed,
forced and terrorised into surrendering their lands for the SEZs. The
farmers along with the AP Human Rights Forum have been demanding that work
on the Kakinada SEZ be stopped immediately till thorough investigations are
carried out. Based on these affidavits the Commission decided to investigate
the matter further.



However, we apprehend that by arresting members of the Samiti just before
the SHRC fact finding visit to the area the administration is attempting to
create fear in the minds of the farmers who are to depose before the SHRC.
Infact we are concerned that the arrests have taken place to debilitate the
process of the SHRC fact finding.



We appeal to the SHRC, who has taken the commendable step of investigating
the concerns of the communities affected by the proposed Kakinada SEZ, to
pressurize the State Administration to immediately release the two arrested
representatives of SVPS and refrain from carrying out any police action till
the matter is thoroughly investigated and the concerns of the farmers
addressed.
