Central universities ignoring SC/STs

New Delhi, June 05, 2008Varous central universities are conveniently
interpreting guidelines regarding fulfillment of SC/ST quotas in teaching
positions in their own ways. Be it teaching or non-teaching posts, where
even a matriculate can apply, SCs and STs have been grossly
under-represented.

While universities like JNU, University of Hyderabad and Allahabad
University have just announced the first ever SC/ST vacancies for posts of
professor and reader to implement the UGC's 2006 guidelines that SC and ST
quotas are to be provided for "all teaching posts such as lecturers, readers
and professors", Delhi University is yet to comply.

Since 1975, when the UGC first decided on teaching quotas in central
universities, SC/STs have been inducted only as lecturers and not readers
and professors, says Yagati Chinna Rao of JNU. He adds that here,
constitutional provisions for 15 per cent SC and 7.5 per cent ST quotas were
violated on the "excuse" that suitable candidates weren't found.

"Even at the non-teaching Group C level, there were only 5.11 per cent SCs
and 4.02 per cent STs in all central universities in 2006. This proves all
talk of non-suitability of candidates is just an excuse," says R.K. Kale,
member of the UGC standing committee on SCs and STs.

"In 2006, there were only 11 and 17 professors belonging to the SC and ST
categories in 18 central universities, representing 0.77 per cent and 1.18
per cent of the filled vacancies, respectively. For the post of reader too,
SC/ST representation was 1.11 per cent and 1.19 per cent, respectively,"
Kale said.

HYDERABAD: About 6,000 students from rural areas would be admitted to the
Rajiv Gandhi University of Knowledge Technologies for the engineering course
in the three IIITs under its control in the state and the admission would be
on the basis of SSC marks.

Stating this after releasing the admission brochure, chief minister Y S
Rajasekhara Reddy said that the marks secured by the students in SSC would
be the criteria for admission to these institutes. The state has three IIITs
— at Basara in Adilabad district, Nuzivedu in Krishna district and
Idupulapaya in Kadapa.

These autonomous institutes will specialise in teaching and research in
information technology and other emerging disciplines under the control of a
common university and common syllabus. Each institute has a capacity to
admit 2000 students.

Upon completion of six years integrated residential course, three semesters
a year, graduates will be awarded dual degrees, a B.Tech in IT and a B.Tech
or MSc in one of the other domain specialisations in engineering,
professional or science subject areas. The engineering subjects include
specialised topics such as construction engineering, automotive engineering,
nano technology, and energy technology. The professional subjects include
specialised topics in law, medical sciences, agriculture and business etc.

Reddy said the employment prospects for these graduates would be comparable
to the other world class universities in the country including IIT. He said
the tuition fees would be heavily subsidised. The fee for the first two
years or pre university would be Rs 6,000 per year and Rs 10,000 per year
for the subsequent years. He said as per the current policy SC, ST and BC
candidates would get full refund of all fees paid upon submission of bills.

While 54 of seats would be in the open category, BCs would get 25 percent
seats, SC 15 percent and ST 15 percent, he added.

The classes will begin on August 4 in all the three new IIITs. The final
list of students who are eligible for admission will be ready by June 15.
