I am re-typing the order ( as the scanned copy was not legible) below:
"The principal, College of medicine, Amrita Institute of Medical science,
Kochi has represented the government that the doctors in the department of
Forensic medicine in the Amrita Institute of Medical science Kochi, may be
designated as medical officers within the meaning of section 174 criminal
procedure code and to accord sanction to them to conduct medico-legal
autopsies and perform all the duties connected therewith, limiting the
jurisdiction to Cheranallore Police Station. It is further represented that
Amrita Institute of Medical science is having basic infrastructure
facilities to conduct medico legal autopsies. The director general of police
as per the letter read as II nd paper above has recommended the request.
Government have examined the matter in detail. As all the basic
infrastructure facilities are available to the hospital to conduct medico
legal autopsies , Government are pleased to grant permission to the
department of forensic Medicine , amrita Institute of Medical Science, Kochi
to conduct the medico legal autopsies under section 174 of criminal
procedure code, limiting the jurisdiction to Cheranallore police Station."
Though this illegal order allows Amrita to conduct post mortems, their
reports do not have legal validity as per section 174 of CrPC. As per that
section, it is either a government surgeon or a doctor *appointed *by the
government who should be conducting it.
Till now, about ten postmortems were done in Amrita. The government should
issue order to conduct fresh enquiries on them.
Hope somebody will take initiative in commencing an e-petition campaign
against this government order.
