There are essentially two possibilities:election in
November or early next year.
The developments that have taken place have already
provided certain advantage to the BJP regardless of
timing. The consequences could be quite
spine-chilling.
But the main party leading the coalition has the major
responsibility in running the coalition.
Manmohan Singh has acted in a reckless and cowardly
manner.
He issued a statement during an in-flight interview on
the way to Japan knowing it fully well that now no
"clarification" cannot be extracted out of him. The
statement that the GoI would soon be going to the IAEA
BoG flatly contradicted the promise contained in the
letter from the External Affairs Minister to the Left
scheduling a meeting on July 10 to discuss the issue.
Interestingly, after coming back, Singh did issue a a
contradiction claiming that he had been misquoted,
never mind that it was all recorded. By then, the
damage is already done, very much on expected lines.
Not only that, the draft agreement with the IAEA is
circulated amongst the members of the IAEA BoG so that
it can take up the issue before the trust-vote is
taken, again flagrantly flouting the public commitment
made by the External Affairs Minister.
So if the government falls, the responsibility lies
squarely at the door of Manmohan Singh.
With the reports of horse-trading doing the rounds,
even if the government survives, the relation between
the Congress and the Left would only further worsen
providing additional advantage to the BJP.

The best case scenario that I can imagine at the
moment is the government falls. Another minstry is
formed led by the UPA, with the support of the Left,
of course sans Manmohan Singh and the nuclear deal.
The government takes a couple of positive steps like
universalising the NREGA - every able-bodied person
would be eligible, just not one from a family -
enacting enabling law with accompanying provisioning
of funds to implement education as a Fundamental
Right, and of course the reservation for women in the
state and central legislatures. And such others.

At the moment, a conscientious person cannot but ask
for ouster of this government.
The disaster that awaits won't be mitigated if this
government just manages to hang on through all sorts
of skullduggery.

That's my understanding. That's why I've signed.
