   The prosecutor at the International Criminal Court formally requested an
   arrest warrant yesterday for Sudan's president, Omar Hassan al-Bashir, on
   charges of genocide, war crimes and crimes against humanity. It was the
   first time the prosecutor of the International Criminal Court had brought
   genocide charges against anyone. In announcing the request, Luis
   Moreno-Ocampo said Mr. Bashir had "masterminded and implemented" a plan to
   destroy three main ethnic groups in Darfur. "His motives were largely
   political," the prosecutor said. "His alibi was a 'counterinsurgency.' His
   intent was genocide." Bracing for reprisals, United Nations peacekeepers and
   aid workers stepped up security in Darfur and pulled out all but the most
   essential civilians. Sudan promised not to vent its outrage on them, but
   said it would unleash a "diplomatic war" to try to scuttle the case.

   Last week President Bush lifted the presidential moratorium on offshore
   drilling. Now he wants Congress to do the same. Although the moratorium is a
   tempting scapegoat for our current troubles, experts agree that offshore
   drilling will do nothing to reduce current gas prices. The long-term
   solution to our energy problems is not more of the same; rather, it's a
   nationwide movement to end our addiction to oil and focus our attention and
   resources on alternative energy sources. Remind Congress that more oil
   consumption is the problem - not the solution.

   The Global Fund for Women makes grants to seed, strengthen and link
   women's rights groups based outside the United States working to address
   human rights issues. Women remain second class citizens throughout the
   world; they own only about 1% of the world's assets and hold only 16% of
   parliamentary seats worldwide, while girls face a one-in-three chance of
   being raped, beaten, or coerced into sex in their lifetime. The Global Fund
   combats these injustices by supporting groups working on issues such as the
   advancement of women in political life, ending violence against women,
   reproductive health and choice, and improved access to media and
   communications for women's voices. Since its inception in 1987, the Global
   Fund has granted over $61 million to more than 3,500 women's groups in 167
   countries.
