MUMBAI: The heroic death of Maharashtra's Anti Terrorism Squad (ATS) chief
Hemant Karkare in counter-terror operations has left the BJP-Shiv
Sena combine with egg on its face. On Friday, Narendra Modi, BJP's
poster-boy chief minister and Hindutva mascot, paid lofty tributes to
Karkare and other senior cops who lost their lives in the counter attack.

But before his death on duty, Mr Karkare and his colleagues at the ATS were
at the receiving end of almost a slanderous attack not only by BJP and Shiv
Sena leaders, but also by several Sangh Parivar organisations for the
ongoing ATS probe into the Malegaon blasts.

In fact, Mr Modi himself had attacked the ATS for the "biased" probe into
the Malegaon blasts. So much so that the BJP and Sangh Parivar organisations
had personally blamed Karkare for what they claimed "implicating the Hindu
religious leaders and outfits" in the probe.

But the two parties are now singing eulogies to the valour demonstrated by
the departed ATS chief. Ironically, the Shiv Sena had even called a
Maharashtra bandh on December 1 to protest against the ATS probe and express
solidarity with the accused — Sadhvi Pragya Singh and lieutenant colonel
Shrikant Purohit — for their involvement in the Malegaon blasts. "It is
supreme irony that the same BJP is now paying tributes to Karkare and is
talking of helping his family," union minister of state for home Shriprakash
Jaiswal said on Friday.

But the double-speak demonstrated by the BJP and Shiv Sena could be more
dangerous for the combine than a mere political embarrassment. Mr Jaiswal
said the agencies probing the terror attack in Mumbai would also look into
the fact that Mr Karkare was on "target by some people who had opposed his
probe for about 15 days before November 26."*

Top cop takes three bullets to the chest


MUMBAI, Nov 28 - Maharashtra's anti-terror police chief Hemant Karkare
visited India's best known police officer Julio Ribeiro on Tuesday for
advice on how to deal with the political pressures of his job.

Never flinch from duty, the older man advised. Less than 36 hours later,
Karkare, 54, died doing just that.

The soft-spoken, genial father of three was gunned down, receiving three
bullets in the chest according to initial reports, while trying to storm
Mumbai's Taj Mahal Hotel, where suspected Islamist militants had taken
scores of people hostage.

Two other senior police officers, deputy commissioner Ashok Kamte and
encounter specialist Vijay Salaskar were also killed.

As shocked friends and associates shared memories of Karkare with The
Straits Times yesterday, several common threads emerged.

Here was a top cop who honoured duty above all, who dug deep to get to the
truth behind crimes, however inconvenient it might have been and - despite
his 16-hour work days - found time to attend community gatherings.

His last few weeks, however, were fraught with tension. A Hindu nun arrested
in connection with a recent bomb blast had alleged that she was tortured in
custody. This, in turn, had prompted Karkare's department to be censured by
India's opposition chief L. K. Advani, whose Bharatiya Janata Party has a
large Hindu vote bank.

The blast, which occurred in the town of Malegaon on Sept 29, killed six
people.

Under pressure to prove that the Malegaon arrest was not a "conspiracy to
malign Hindus" as one hardline Hindu party had dubbed it, Karkare visited
his former colleague and hero Ribeiro on Tuesday to discuss all the
evidence he had collected against the accused.

He was hurt by the allegations, said Ribeiro, 79, who is credited with
rooting out terrorism in Punjab as its Director General of Police in the
1980s.

"I told him even the Hindu scriptures demand that everyone should do his
duty," the retired top cop said. "Never flinch, never wilt."

The former cop, who received an important government honour for his service,
paid rich tribute to his younger colleague. "He was one of the best officers
we had. Honest, level-headed and devoted to duty."

Karkare's devotion to duty extended far beyond his formal role as a police
officer, say friends and associates.

As deputy commissioner of the Mumbai police's narcotics branch, for
instance, he roped in non-government organisations to conduct anti-drug
education programmes in schools.

"He did not only want to catch the drug lords. He also wanted to keep our
children drug-free," said NGO executive Milind Kokje, 49, who met his
long-time friend just last Saturday.

As the embattled state's counter-terrorism chief, Karkare also made efforts
to get to know members of the Muslim community. Islamist militants targeted
Mumbai in two large bomb attacks in 1993 and 2006, killing nearly 500
people.

"He would attend community meetings to listen to the grievances of the
Muslim community," said Mateen Hafiz, 29, principal correspondent of The
Times of India, who has spent the past five years covering terrorism in
Mumbai.

At such meetings, he would often exhort the youth to study hard and get good
jobs, including in the police force.

An engineer who joined the police force in 1982 because of a "desire to
serve people", Karkare had spent the past seven years in Austria as an
officer with India's external intelligence wing. Familiar with international
counter-terrorist operations, he returned to Mumbai in January this year.

Even as he worked overtime to solve the Malegaon case, Karkare appeared
stressed and had been receiving death threats, said architect Anant Gadgil,
who has known Karkare for more than 20 years and met him over the weekend.
"He said he simply wanted to do a sincere job."

Yesterday afternoon, the late officer's shocked family had yet to be told
the details of exactly how he died, said Gadgil.

Karkare has three grown-up children and his wife Kavita teaches at a Mumbai
college.

"He need not have led the charge. But he was a daredevil," said Gadgil, his
voice breaking.

Officers like Ribeiro, however, say Karkare was simply leading by example.
"It was his duty to fight the attack," he said. - The Straits Times
