ISTGANDHINAGAR:
The Russian government has invited chief minister Narendra Modi to visit
Moscow to attend the Fourth International Energy Week, to be held in the
last week of October 2009. Officials said the CM will take along with him a
trade delegation to attend the event to be held at the World Trade Centre,
Moscow.

Russia is not an EU country and Modi visited Moscow in July 2006 on his way
to Astrakhan. Officials say Modi is keen on being in Moscow next month as he
wants to promote Gujarat as the `Gas Capital' of India. Already, Gujarat
consumes nearly 40 per cent of the total gas requirements of the country and
has written to the Centre that it wants more.

After visiting Moscow, Modi may go to Astrakhan, a tiny Russian province on
the banks of Caspian Sea. Modi signed a protocol of understanding with
Astrakhan government in November 2001, when he visited Moscow with then
Prime Minister A B Vajpayee. Another protocol of cooperation was signed
during Modi's visit to Astrakhan in July 2006.

Significantly, Modi has not been able to visit any European Union country
ever since he was refused visa to US in March 2005 on grounds of human
rights violations during the 2002 communal riots. Another reason for visa
denial was the anti-conversion law, stiffly opposed by Christian human
rights groups.
