a definitive lie to the fable of "coup". That the Maoists continue to
obstruct the parliamentary sessions so as to paralyse the country without
having to face any state action is just another pointer. And as regards the
likelihood of "success" of the "nation wide “Peoples Movement” to topple the
[incumbent] government", one significant pointer is that Prachanda has
already started talking of a subsequent round of stir. Implications are
unmistakable.

Maoist chairman Pushpa Kamal Dahal has warned that his party might declare a
parallel government if it has to wage third round of protests. The party is
currently carrying out the 2nd phase protest movement "to restore civilian
supremacy".

Addressing the national convention of Maoist-affiliated Madhesi Rastriya
Mukti Morcha in Birgunj on Satruday, Dahal said even as the plan to declare
autonomous states during the course of the ongoing protest has been
withdrawn the party would "not only declare autonomous Madhes state but also
a parallel government" if it has to enter into another phase of agitation.

Dahal also vented anger against the leaders of the ruling coalition for
warning of deploying army if the Maoist protests turn violent. Challenging
the government to mobilise army against the protests, the Maoist chairman
maintained that the Nepal Army is not a private property of some parties and
that the army would not act at the behest of the parties.

Defending the United Nations Secretary General's report on Nepal's peace
process, the Maoist strongman said the UNSG's advice for a unity government
is not intervention in Nepal's internal matter as claimed by the ruling
[coalition].

"Is installing a government of defeated persons not interference in Nepal?"
