High Level Political Mechanism in a week

KATHMANDU, NOV 23 - Nepali Congress President Girija Prasad Koirala and
Unified CPN (Maoist) Chairman Puspha Kamal Dahal have agreed to set up a
High Level Political Mechanism (HLPM) within a week to bring the derailed
peace process back on track and resolve other issues likely to surface while
drafting a new constitution, including the integration and rehabilitation of
former Maoist combatants.

Top leaders of all political parties have principally agreed on setting up
such a mechanism. Monday’s meeting between Koirala and Dahal reinforced the
need for the apparatus at the earliest to overcome the political impasse. “We
agreed to form a high-level mechanism under Koirala’s chairmanship within a
few days,” Dahal said after the meeting. “All the problems will be resolved
after the  mechanism is in place.”

The country’s political leadership has been talking loud about HLPM for the
last four months but has yet to get down to any concrete work on its
mandate.

“The mechanism itself will decide the way ahead,” Deputy Prime Minister and
Foreign Minister Sujata Koirala said.

“I tried to erase the illusion in Girijababu that we had agreed to topple
the go-vernment during the meeting in Singapore. Neither did I say that we
both had agreed to topple the government nor was my intention directed that
way,” Dahal said.

Blaming the media for distorting and misinterpreting his statement, Dahal
said the incumbent government was born out of an unnatural coalition and he
did not consider this government a government. “That was my personal view,
not Koirala’s,” Dahal said.

“My meeting with Koirala is a follow-up on the Singapore meeting,” he
added.” We are looking forward to some positive and tangible results within
the next few days. We did not discuss replacing the incumbent government,”
he said.

“We will seek a middle way to end the political crisis including the
unconstitutio-nal step of the president,” he said.
