RAPE OF TRIBAL WOMEN BY GREYHOUNDS POLICEMEN

District: Vishakapatnam

Details of the Accused: Grey Hounds Police

Date of Incident: 23rd January 2010

Type of Violence: Rape, Attack, Destroying the Assets

Brief Details of the Case:

Balluguda is a hamlet of Babushala village, near Orissa border.
Around 76 tribal families reside there.  In the early hours of 23rd
January, 2010, in the pretext of combing for militia, Greyhounds
Police entered into the village. They took all the men out of the
village and arrested 9 men and took them to Gummada village which is 7
km away. The greyhounds divided into small groups and destroyed the
houses. They broke open the doors of houses, dragged out the women and
children.  They scattered the house hold items. They broke open the
door of Krishna Rao’s house, robbed gold worth Rs.6000/- and raped his
wife Domini. They took away Domini’s one year old son, Pantala Rami’s
3 months old baby to Kumidi, a village 5 km far away from Balluguda
and left them on the road.

5 FIRs were registered in Pedabailu PS.  Chintapalli ASP is appointed
as the Investigating Officer.

FIR No.31/2010 U/s 31, 124A, 120 r/w 34 of IPC & U/s 26, 64 of IF Act
FIR No.32/2010 U/s 124 A of IPC
FIR No.33/2010 U/s 124A of IPC
FIR No.35/2010 U/s 147, 148, 379, 341, 427, 435, 506 of IPC & U/s 25
of IA Act & U/s 22 of Unlawful Activities Act

Findings:

4 tribal women were raped
2 children were taken away and left them at Kumidi
They unnecessarily arrested 9 men.
Destroyed house hold utensils, broke open the doors.
Medical tests was conducted after 6 days for 3 women

Present status of the case:

5 FIRs registered
The identification parade has not been done
No arrests have been made



Conclusion: In the year 2007 August 11 tribal women of Vakapalli were
raped by greyhounds police on combing duty. Though a continuous
agitation was taken up throughout the state no action has been taken
until now and the entire judiciary and the state actors have protected
the culprits. The harassment by the greyhound police in these tribal
areas is often.

DSS already took up the issue with the Home Minister, DGP and State
Human Rights Commission.
