As the human rights situation in the country continues to fall, such
training programs will help a long way in defending the human rights in the

I am pleased to share with you the enclosed application form along with a
letter of  invite which is self explanatory. This is with regard to the
‘Training of Trainers’ on Human Rights Defenders and their Rights and
Responsibilities. We have already had one such TOT in Bangalore in the last
week of  February which has just now concluded.



I am aware that you may like to send a senior colleague of yours from each
state who is a trainer for this program so that he / she would be able to
conduct the training for others in the state collectively later for which
also resources will be provided by us. The states envisaged for this
training are J&K, Himachal Pradesh, Punjab, Haryana, Rajasthan, Gujarat,
Maharashtra, MP, Chattishgargh, Bihar, Jharkhand, Uttaranchal, UP and Delhi.




Here is an opportunity that you will not want to lose and hence this special
mail to you. This training will leave your organization with one trained
person to be able to take forward this program for HRDs within your own
agenda for many more organizations, movements and trade unions.

Participatory Learning Workshop with Trainers – Lucknow – 11th to 13th April
2010-  Regarding*



I take great pleasure in inviting you to be a participant in a Participatory
Learning Workshop with Trainers of Human Rights Defenders that People's
Watch is conducting, supported by the Royal Netherlands Embassy. The project
that comprises of 2 such programs followed by 30 regional training programs
that the participants of the 2 programs / their organizations are expected
to facilitate. This project is being implemented by People's Watch in
collaboration with Action Aid India, Commonwealth Human Rights Initiative,
NAWO, MARG and Ekta Parishad.

The two Workshops are envisaged for 30 persons each.



We are envisaging as participants, a wide variety of Human Rights Defenders
covered under the UN Declaration on Human Rights Defenders, drawn from a
very broad platform of organizations, media, movements, trade unions,
professions and sometimes political parties working with a human rights
perspective.  We also want to cover very strong coalitions or campaigns
which are fighting for the realization of a variety of Socio-Economic and
Cultural Rights in addition to Civil and Political Rights.



The outcome expected of the Program is a trainer well versed in knowledge of
the general situation of Human Rights Defenders in the country, well versed
in provisions of the UN Declaration on Human Rights Defenders, well versed
in the major developments of understanding of the mandate by the UN Special
Rapporteur on Human Rights Defenders and well aware of the scheme of
trainings that are to be proposed thereafter with the concrete commitments
to dates, etc.

*An acceptance to participate in this trainers’ workshop would also require
a commitment from each participant to facilitate in at least 1 Regional
Training of human rights defenders in her / his own State or undertake a
combined program for Defenders from 2 / 3 States. The project envisages a
total of 1,200 participants in 30 such regional trainings and we would be
happy if out of these 1,200 a minimum of 50% could be Women Human Rights
Defenders which will mean 480 women participants. Please be informed that
there will not be any financial implications for you / your organizations in
conducting these 30 planned training programs and the basic costs will be
met by People's Watch. *

*Needless to state, it will be our pleasure if the participant could meet
her / his travel expenses to the training venue. However if, for any special
reason the participant is one who cannot afford to personally meet her / his
travel for this program, you can be sure that if indicated in advance, and
if s/he provided sufficient proof of his travel, it will be our pleasure to
meet her/his travel expenses by train or bus.** *



During the Workshop some time will also be spent on introducing you, the
trainers, to mechanisms of the National Human Rights Institutions/State
Human Rights Institutions so that you / your organizations would also agree
to serve as monitors of these institutions and their performances from their
respective States.  This is an additional role that we will expect from you.
