 * The word  ' subsist ' used in my article  and  the reference to ' per
capita daily consumption ' in the Arjun Sengupta report, is not to be
confused with wages as some leaders have been attempting to do to obfuscate
issues* .

 *Even for a month the highest political leadership of all political parties
should be asked to cut down their consumption to the levels referred to by
the Arjun Sengupta report to understand what it is all about .*

That is food, cooking oil , fuel , essentials footwear and clothes ,
medicine , ( water and electricity charges in urban areas and where there is
electricity ). What I have not included is the Right to Education which has
to be included in this experiment .

*We have many Marie Antoinettes, male and female  in many political
formations , the difference is we do not ask the poor to eat cake we call
them Maoists or Naxalites ........*and seize whatever remains with them as
the resources of the corporations on whose behalf we act exceeds by far the
resources of the French Monarchy of which one famous member said ...."After
me the deluge ."

* We did not overthrow monarchies and princely rulers to instal new
oligarchies , that is not what Republics and Democracies are all about .
Democracies limit privileges, not extend them to special financial interests
of which there is daily discussion from one scandal to another .*

 Dear Colleagues ,

 The discussion on the Food Security Bill is ongoing with more than one
report before the government.   The reference to the subsistence level of a
sizeable section of the people of India in my article on ' The Political
Relevance of Mahatma Gandhi " resulted in several reactions from the
political establishment .

  In the foreword to the   official report *" On Conditions of Work and
Promotion of Livelihoods in the Unorganised Sector* "  dated  *6th   August
2007* submitted by Arjun Sengupta Chairman of the National Commission for
Enterprises in the Unorganised Sector  to the Government of India on behalf
of  Dr.K.P.Kanan , Dr. R.S.Srivastava , Dr. T.S.Papola, Mr. B.N.Yugandhar
and the Member Secretary Mr.V.K. Malhotra , the following observations have
been made  :

"* One of the major highlights of this Report is the existence and
qualification of unorganised or informal workers , defined as those who do
not have employment security and social security .These workers are engaged
not only in the unorganised sector but in the organised sector as well .
This universe of informal workers constitutes 92% of the total workforce. We
have also highlighted , based on an empirical measurement of the high
congruence between this  segement of the workforce  and 77% of the
population with a per capita daily consumption of upto Rs 20 ( in 2004-2005
) whom we have called " poor and vulnerable ". The number of persons
belonging to this group increased from 811 in 1999-2000 to 836 million in
2004-2005".*
