KATHMANDU: In a bid to break the current political impasse, the ruling
coalition leader CPN-UML and the main opposition UCPN-Maoist held a meeting
on Tuesday morning. The two parties, in principle, agreed to take up the
consensus-based system shedding the majority-influenced one while forming
the proposed national government.

“We agreed to go to the consensus system from the majority system,” Maoist
chairman Pushpa Kamal Dahal told the reporters after the meeting.

The meeting discussed the formation of proposed national unity government by
forging consensus among the parties, according to UML chairman Jhala Nath
Khanal.

Saying both the parties are positive about the implemenation of May 28 deal,
he said they decided to give continuity to talks with other parties also.

Meanwhile, Maoist secretary Post Bahadur Bogati charged that the Nepali
Congress is responsible for the political deadlock. According to him, the
Maoists maintained that the existing problems would be solved if the new
government is formed under the Maoist leadership.

Khanal and leader Bharat Mohan Adhikari represented the UML in the meeting,
while Maoist chairman Dahal, vice chairman Mohan Baidya and secretary Bogati
represented the Maoist party in meeting today.

Earlier yesterday, the Maoist top leadership had held separate meeting with
the Nepali Congress to discuss the implementation of the May 28 deal that
was struck in order to extend the Constituent Assembly tenure by envisaging
a national unity government.

KATHMANDU: The major opposition UCPN-Maoist on Tuesday reiterated that the
formation of new government in its leadership is the only option to solve
the present political crisis in the country. It warned of taking to armed
struggle once again if the May 28 deal is not implemented.

“There is no alternative to taking to an armed struggle if the May 28 deal
is not implemented at the earliest,” Maoist vice chairman Narayankaji
Shrestha said, and warned his party will not let the government bring in its
policy and programmes and new budget in the parliament if the prime minister
did not step down.

“If the resignation comes today,” he said, “We are ready to forge agreement
on how to move ahead with consensus tomorrow itself.”

“The formation of government in the Maoist leadership is principal,” Maoist
vice chairman Narayankaji Shrestha said, rubbishing the reports that said
his party is witnessing controversy over the name for the premiership.

“There is no controversy for the leadership and who leads the government is
matter of secondary concern,” he told the media persons at the party
headquarters in Perisdanda in Kathmandu where the Maoist politburo meeting
is underway.

He informed that the politburo members have finished commenting on the party
chairman’s political reports and putting forth their opinion today.

Maoist chairman will respond to the comments and views of the politburo
members tomorrow, and the meeting may conclude.

According to him, during today’s meeting the speakers accused the ruling
parties of betraying the May 28 deal that agreed upon the consensus based
politics, and voiced for the incumbent government’s resignation in order to
pave the way to from the national unity government.

BUTWAL: CPN-UML general secretary Ishwor Pokharel on Tuesday said that the
UCPN-Maoist cannot lead the government at present as the party has not been
transformed into a civilian party.

"If the Maoists express fresh commitment to conclude the issues related to
the peace process and finalise a timeframe to implement them, then only
national consensus can be forged," he said at a function in Butwal.

Pokharel said that the Maoists should return the seized properties, dissolve
the paramilitary structure of YCL, fix the number of its army personnel to
be integrated into national army and transform itself into a civilian
party.

Stating that resignation of Prime Minister Madhav Kumar Nepal is not the
solution to the present political deadlock, he said that his party has not
made any decision on the resignation’s issue as the parties may engage in
the game of forming a majority government once he resigns.

"The government will make efforts till the end to endorse its policy and
programme as well as budget," he said, adding, “This is the regular work of
the government.”
