Channelling of "liabilities" to the "operator" is actually a welcome step.

Otherwise the victim will have to engage in interminable litigations to
fix/pinpoint/allocate responsibilities. That too without any access to or
understanding of the relevant info.
Now the "operator" - a defined singular point, is responsible for paying
compensations.

But the "operator" must have unrestricted "right of recourse" vis-a-vis all
the suppliers of equipments, materials and services.
In fact, it must be mandatory that the contracts between the operator and
suppliers must include the provision for "right of recourse" i.e. the
"operator" in turn can claim compensations from the suppliers for supply of
faulty equipments, materials, services.

Other points are fine.

A major purpose of the Bill is to usher private players in as "operators".
That's how two very different categories of "caps" on liabilities".
Given the catastrophic potentials of nuclear industry that must be resisted
at all costs.
The memorandum does not make any mention of that.
