*In what looks like an ISI or Mossad in the offing in our own land, India's
premier intelligence agency is fast turning into a terror-sponsoring outfit,
if highly placed sources are to be taken into account. A Hyderabad Journal
exclusive*

The country's supreme intelligence agency - Intelligence Bureau (IB) -
appears to have masterminded the Mecca Masjid bomb blasts that killed nine
people and triggered communal tensions in Hyderabad on 18 May 2007. The IB
is believed to have adopted the Pakistan's ISI modus operandi to check the
communal terrorism that is creating social insecurities in both the
countries.

According to highly placed sources in the right wing, the IB had picked up
some disenchanted Svayamsevaks, trained them and provided every support to
them until they exploded bombs at Mecca Masjid in Hyderabad. A similar
strategy was adopted in Malegaon and Ajmer blasts that followed Mecca blasts
in the next few months.

However, as far as police version is concerned, it is a loosely knitted
group of Hindu extremists known as Abhinav Bharat carried out the blasts at
the behest of Rashtriya Swayamsevak Sangh (RSS). But, the question is who
planted the idea in their minds and who had given them logistics support to
target the mosques.

Reliable sources say that IB masterminded the bomb blasts at Hyderabad,
Malegaon and Ajmer. And the Central Bureau of Investigation (CBI) is under
sever pressure from political bosses to implicate RSS in all the three
cases.

Sources say some officials in the IB wanted a Hindu group to carry out
blasts for two reasons - one is to check the growing menace of Indian
Mujahideen by sending a message that the Hindus will no more remain silent
spectators to ISI-sponsored terrorism in India. The second reason is to
break the back of right wing pressure groups such as RSS, Vishwa Hindu
Parishad and a host of other organizations and weaken the BJP further,
sources said.

This crooked plan was meticulously executed by some IB agents just like
their counterparts in Pakistan's Inter Services Intelligence (ISI) do. The
IB team identified some militant ex-members of the right wing groups, who
have left the organizations out of bitterness for just remaining to verbal
rhetoric against the Islamic terrorists. Those members were trained in
Madhya Pradesh in using arms and preparing improvised explosive devices,
sources told Hyderabad Journal.

The IB team is said to have given four ‘tasks' to the militant group, but
the group could execute only two of them, while the third one - blast at
Mecca Masjid in Hyderabad, which is the first incident in the series, was
executed by some mysterious people, sources said.

The Mecca Masjid blast occurred on May 18, 2007. Initially investigators
suspected the involvement of ISI sponsored outfits and detained about two
dozens of suspects and some of them were booked for having links with ISI
related modules.

Interestingly, around a year after the blasts (by the time a similar blast
was carried out in Ajmer dargah in October 2007), a report is said to have
reached the then Union Home Minister Shivraj Patil indicating the
involvement of right wing group behind the Mecca Masjid blast. However,
Patil preferred the case to be kept in ‘cold storage' as he is reportedly
a rightist sympathizer, sources said.

But Patil was replaced by Chidambaram soon after the attack on Mumbai in
November 2008. By the time, the Mumbai Anti-Terrorist Squad (ATS) had made
some arrests in connection with the September 2008 Malegaon blasts. The
accused happen to be Hindus and members of a group called Abhinav Bharat.
The members were associated in the past with one wing or the other of the
Sangh Pariwar. Seeing this as the best opportunity to hook RSS, the IB acted
fast. As a result, the investigators not only got a go ahead but were
instructed to see that RSS was linked to all the three blasts, sources told
Hyderabad Journal.

It came as a big relief for the CBI, which was groping in the dark despite
having the ‘unexploded SIM card' recovered from Mecca Masjid blast site.
Ironically, instead of tracking down the culprits using the SIM card, the
cops preferred to keep quiet, saying they had left with no clues to further
probe the blast. The series of the SIM cards used in the explosions in Ajmer
and Hyderabad were in a sequential order. The CBI investigators were
overjoyed when they came to know that the accused in the Ajmer blast had
confessed to their visit to Hyderabad for a ‘recce' of the Mecca Masjid.

Based on the technical input, the CBI brought two of the accused - Devendra
Gupta and Lokesh Sharma, to Hyderabad. Sources close to the accused told
Hyderabad Journal that they did visit Hyderabad but they were no way
connected to the blast. It appears their handlers - the IB team has deputed
others to carry out the blast and ‘fixed' these two persons, sources said.

The two accused were tortured by the investigators physically and mentally
while at Ajmer to extract the ‘confession' which meets their requirement.
The accused were not allowed to sleep as part of torture, sources said. And
now, the CBI wants to repeat the same thing. This is why the investigating
agency insists on interrogating the accused in the night though the court
has permitted them to do the job in the day, sources told Hyderabad Journal.


Highly placed sources in RSS told Hyderabad Journal that the CBI officials
are under pressure from the political bosses to implicate the right wing
groups in the blasts. It helps them malign the right wing organizations,
said the sources.

Analysts say that the implication of organizations like RSS and VHP in the
blasts will certainly damage the prospects of the BJP in the coming
elections. This exactly is what the political bosses want to happen, they
said.

In their eagerness to damage the prospects of the right wing, the political
bosses are ignoring the most dangerous aspect of the crooked design. That
the IB is going the ISI way and allowing the agency to go ahead will result
only in one thing - spread of communal hatred and lawlessness in the society
- just what is happening in our neighboring country, sources said.

*Hunt for the dead*

The uncanny style of operations of India's premier investigative agency has
been a topic of discussion among the urban intelligentsia time and again. In
what sounds like a funny little joke, the Central Bureau of Investigation
(CBI) has announced a reward of Rs 10 lakh for those who provide leads to
the capture of the two accused allegedly involved in the Mecca Masjid
blasts.

The irony is that the CBI has photographs and addresses of the accused who
are said to be at large. Yet, the elite agency has miserably failed to nab
them. It shows the inefficiency of the so-called premier investigating
agency, sources in the Andhra Pradesh Police told Hyderabad Journal.

A CBI release claimed that Sandeep Dange alias Premanand and Ramachandra
Kaslangara alias Ramji were wanted in connection with the May 18, 2007 Mecca
masjid blasts in Hyderabad. The investigators claim that they were also
involved in Malegaon and Ajmer blast cases and are at large since long.

What all the CBI could achieve in the case is that it could secure the
custody of Devendra Gupta and Lokesh Sharma for interrogation. The duo had
been in Rajasthan police custody for long for their alleged role in the
Ajmer dargah blast.

Highly placed sources in Madhya Pradesh made a shocking revelation: The two
accused - Sandeep and Ramachandra - may not be alive. The masterminds of the
blasts have utilized the suspects to meet their selfish ends and made them
scapegoats, the sources said.

What is the funniest thing in the CBI investigation is that the name of
Sunil Joshi, a man who was dead and gone long back, has been added in the
list. Joshi was killed in December 2007 allegedly at the instructions of the
masterminds of the three blasts - Malegaon, Ajmer and Hyderabad.  But some
activists of the Congress party were made scapegoats. Sources close to the
CBI expressed doubt that the two accused - Sandeep and Ramachandra - might
have met the same fate as Joshi.

Legal experts say that the case against Devendra Gupta and Lokesh Sharma is
very weak. Now that they have added Joshi in the case, the outcome of the
case is clear. The CBI will finally claim that since the mastermind, Joshi,
has been killed, there is no possibility of going further in the case. And
the arrested persons may get imprisonment for a few years on charges of
conspiracy irrespective of whether they were really involved in it or not,
said the experts.

The more interesting part of the case is that Gupta and Sharma are said to
be very happy on being named as the accused in Mecca Masjid blasts, though
they have not actually done it. Sources close to the accused said they were
looking forward to be hanged on the charges of causing bomb blasts in
Malegaon, Ajmer and Hyderabad so that they could remain in the annals of
history.
