The Unified CPN (Maoist) on Saturday made public its proposal for national
consensus for completing the peace process and drafting new constitution
with an action plan for integration and rehabilitation of its combatants,
dismantling of the paramilitary structure of the Young Communist League
(YCL), and formation of a commission on forced disappearances, among others.

The party publicised the proposal titled 'basis of consensus for ending the
political deadlock' by organising a press conference after the meeting of
the three parties, in which it was to be presented, could not take place.

A meeting of the party office-bearers held at party headquarters Parisdanda,
Koteshwor, this morning gave a final touch to the document prepared by party
chairman Pushpa Kamal Dahal yesterday, which calls for a Maoist-led
consensus government.

In the action plan for integration and rehabilitation, the party has
proposed to bring the combatants under the Special Committee immediately,
and complete their categorisation (for integration and rehabilitation)
within two months and that the number of those to be integrated would be
fixed on the basis of the individual choice of the combatants.

Stating that the integration should take place as per international
standards, the draft said whether to integrate the combatants in state's
security agencies or to form a separate force could be decided through
negotiation later on.

The party has also proposed to extend the tenure of the United Nations
Mission in Nepal (UNMIN) saying that the mission's role would be relevant as
long as the peace process continues.

As per the Maoist proposal, the new constitution should be prepared by the
end of Chaitra and that integration and constitution-writing will go
simultaneously.

Likewise, the party also pledged to dismantle the paramilitary structure of
the YCL.

The Maoist party prepared the 'consensus document' after other parties said
they would not accept a Maoist-led government unless it came up with a clear
and time-bound strategy for army integration,  rehabilitation, dismantling
of YCL's paramilitary structure and return of seized property.

A much anticipated meeting of the three major parties scheduled to take
place Saturday afternoon has been put off.

The meeting was put off after UML chairman Jhala Nath Khanal failed to show
up as he had to attend the condolence ceremony on the murder of UML district
leader of Okhaldhunga, Chhabilal Karki.  He was slain by an unidentified
gang Thursday night.

Maoist and NC leaders had arrived in Singha Durbar for the meeting. NC vice
president Ram Chandra Poudel told reporters that the meeting could not take
place because of the tussle between the UCPN (M) and the UML.

The three-party meeting has been rescheduled for 8 am Sunday.

The UCPN (Maoist) was to present an action plan on the integration of its
combatants and constitution-drafting at the three-party meeting in an
attempt to win support from the NC and the UML for formation of a Maoist-led
consensus government.

Earlier today, a meeting of the Maoist office-bearers finalised the action
plan which also aims to address the concerns of the NC and the UML regarding
the dismantling of the Maoist youth wing, Young Communist League (YCL) and
return of properties seized by the party during the insurgency.

The Maoist party came up with the action plan after the two ruling parties
said they were not ready to accept the Maoist leadership in the next
government unless it implemented its commitments related to the peace
process.

KATHMANDU:Nepali Congress (NC) concluded on Saturday evening that the
Maoists distorted their past agreements with the parties and the government.

An informal meeting of NC senior leaders held at the residence of acting
president Sushil Koirala at Maharajgunj this evening reached the decision
that the Maoists' proposal on PLA integration is against the comprehensive
peace accord and past agreements.

Speaking with reporters after the meeting, NC vice president and
parliamentary party leader Ram Chandra Poudel claimed that the Maoist
proposal is contrary to the first point of the three-point pact. “The Maoist
proposal does not implement the first point of May 28 deal,” he said.

Earlier, the Maoist had made public an action- plan regarding the
integration and rehabilitation of PLA.

KATHMANDU: President Dr. Ram Baran Yadav on Saturday expressed his belief
that the three major political parties—UCPN-Maoist, Nepali Congress and
CPN-UML—would forge an agreement for the formation of a national consensus
government.

Addressing a programme organised by Nepal Scouts on its 58 th Scout Day at
St Xavier’s school in Godavari, Lalitpur Yadav said that the country will
soon find the way out by ending political impasse by forming the national
consensus government in the given timeframe.

According to him national unity and integrity are the need of the hour and
wished for the same.

At least 600 scout members participated in the programme.
