Comments on the Cabinet Decision on Caste Census

Yogendra Yadav comments:

"It is clear that the task will not be assigned to anyone except the
RGI. So the apprehension that it may be handed over to the states or
any ministry has been laid to rest. The tabulation will also be done
by the... RGI and not by ministry of social justice as some of us had
feared. It does not clarify whether the data collected will be linked
to the main census data gathered in February, but it does not rule
that either. The note talks of appointing an expert group do the final
tabulation.

My own (first) impression is that the decision is not as good as
asking the question in the main census but better than linking it to
biometrics. It leaves open the possibility of linking the data to
socio-educational and economic variables collected by the census. My
emphasis would therefore be to press the government to clarify this
linkage and to ensure that the right kind of experts are on the group.
Other issues about cost and logistics are not irrelevant but are not
on the top of my agenda. Let us have an informed debate about this
before taking a firm stand."

Satish Deshpande:

"I agree with Yogendra -- at this point we have to study what is
actually being proposed. I have not seen the note yet.

Obviously the pressure within the govt/Congress has not been enough.
This cannot now be remedied fro...m outside. What we can do is focus
on the proposal itself and once again try to point out difficulties
and problems and possible solutions. The only other possibility is if
(Congress) High Command takes an interest, which if it was so
inclined, it would have done already. In short, I don't think what is
happening is due to lack of information or advice about possible
options."
