liability law, sources said their concern was the reason why the discussion
on the two new agreements didn’t yield a deal.*

*However, after delegation-level talks, the two sides did sign an agreement
to expand nuclear energy cooperation.  A Russian official, speaking on
condition of anonymity, told TOI that seeking a clarification did not mean
that there was any conflict of interest between the two parties. The two
sides discussed setting up two additional units — Kudankulam 3 and 4 — but
