It took place after over two months when only few sporadic incidents were reported,"retired DGP R N Bhattacharya, who was then the president of the IPS Officers' Association, told PTI over phone from Gandhinagar. "During the meeting, we generally discuss transfers, promotions and other internal matters. But in 2002 meeting, we passed a resolution asking senior leadership to communicate to officers under them about fulfilling their constitutional duty," Bhattacharya said. The retired DGP, who lives in Gandhinagar, said that "In the meeting what we did was self analysis and introspection on how leadership could contribute and communicate the constitutional duty to lower cadres." Defending IPS officer Sanjeev Bhatt as an upright officer, the former DGP said "I have worked with Sanjeev Bhatt when I was DG, Intelligence. I have found him to be a highly reliable man." He said that whether Bhatt was credible or not was for the courts to decide. Bhatt had claimed in an affidavit before the Supreme Court that he was present in the meeting called by Gujarat Chief Minister Narendra Modi on night of February 27, 2002, where Modi instructed his officers to allow Hindus "to vent out their anger" during the clashes. The state government had challenged Bhatt's credibility as a witness during his cross examination before the Nanavati Commission, probing post-Godhra communal riots. During his deposition before the commission last month, Bhatt had claimed that during the 2002 riots, he as a state intelligence officer had information about the police inaction.
