Graft has jumped 3-fold in state since 2008: Report
Out Of 1,180 Cases, Half Involve Class I Officials: GVC

Gandhinagar: The latest report of the Gujarat Vigilance Commission (GVC) has
found that top public-dealing departments – revenue, panchayats, Narmada and
water resources, roads and buildings and urban development – lead in the
number of complaints of corruption filed against officials as also the
penalty recommended against those found guilty.
Worse, the GVC asked the Gujarat government to take disciplinary action
against 1,180 officials in 2010, more than half of whom were class one,
which include IAS, IPS and IFS (forest) officials. This is a three times
jump since 2008. A recommendatory body, GVC does not have powers beyond
asking for departmental inquiry against the corrupt.
In 2008, merely 376 officials were found to be guilty. In 2009 it was
949. Of the 1,180 persons found to be guilty of corruption in 2010, six
belonged to the all-India services, while 559 were class one or state
gazetted officials.
Of these, criminal cases were recommended against 26, as many as 445 had
violated all-India or Gujarat service rules, while just in 95 cases the GVC
asked for “mild punishment.”
Department-wise break-up suggests that the highest number of punitive
action was recommended against officials belonging to the Narmada and water
resources department, followed by roads and buildings, health and family
welfare, panchayats, and revenue. The GVC report was placed in the Gujarat
state assembly on Tuesday.
As for the boards and corporations, the most corrupt was found to be the
Sardar Sarovar Narmada Nigam Ltd (SSNNL), whose 159 officials, mainly
engineers, were found to be corrupt, followed by Gujarat Water Supply and
Sewerage Board (GWSSB) – 109, most of whom, again, were engineers.
In 2010, the highest number of pending cases of departmental inquiries,
awaiting further investigation, was of the revenue department (177),
followed by panchayats (111), urban development (93),education (73), and
Narmada and water resources (53). As for boards and corporations, the
highest pending cases were of SSNNL (93), followed by GWSSB (19).
In 2010, the commission received 7,339 complaints of corruption from
various sources. Of these, the highest was against the officials of the
revenue department, 1,204. This was followed by panchayats (999), urban
development (662), education (759), and home (759). As for boards and
corporations, the highest number of complaints was against GWSSB, 91,
followed by Gujarat Urja Vidyut Nigam Ltd (61).
