Did you know that the rate of conviction for rape cases has actually been declining in recent years and decades? The reports tell us that while in 1971 around 43% cases of rape ended in conviction, in recent years the figure has come down to an abysmal 20+ %.. Why do you think ,this happen, in spite of the generally heightened awareness thanks to years of struggles and assertions by women ? This may be perhaps we find more and more of moral sermons on the part of police chieftains , while they ought to ensure that their subordinates promptly take legal action and book cases. Doesn't the apparent air of impunity on the part of the offenders match the callousness on the side of the authorities? Why there is less concern about protecting the freedom of women as equal citizens , rather than more and more attempts to instill alarm and fear on women about security? Cries like 'hang the rapist' will just not solve the problem, though the outrage is justifiable. Besides, death penalty has already become history in about 150 sovereign countries of the world , with only a few dozen state powers refusing to heed the enlightened public opinion world over, against capital punishment .
