this is Modi’s assertion about the abrupt transfers of certain senior
police officers who had done good work in controlling the riots.

*Q. There are allegations that you have moved out police officers who took
a tough stance against the rioters. Please comment.*

A. Again, this is a false and misconceived allegation.* The issue of
promotions of police officers was long pending and it was purely an
administrative decision.* There was absolutely no political motive in the
transfers of officers. Those who are indulging in false propaganda are only
damaging the morale of the forces.

Lets take the case of one of the few police officers who took effective
measures against the rioters – Rahul Sharma IPS who was transferred to
Bhavanagar as DSP on *15th Feb 2002*, just 13 days before Godhra Riots
happened. Rahul Sharma with the very limited police force he had at his
disposal made sure that the riots did not flare up in Bhavnagar. When Mr
Sharma started his investigation of the offences in Bhavanagar after the
riots had been controlled, he was promptly transferred out of Bhavanagar on
the complaint of the BJP leaders on *24th March 2002* and posted in the DCP
Police Control Room at Ahmedabad. Thus it can be seen that Mr Rahul Sharma
who was transferred to Bhavanagar exactly 12 days before the Godhra Train
Burning incident had to* face another transfer within 38 days* of his
previous transfer. No police head of a district is transferred within such
a short period unless there are compelling reasons and cannot be dubbed as
a routeine transfer. *The transfer was essentially to prevent the effective
investigation of the riot cases in Bhavanagar.*

After being posted to Police Control, on the direction of the Commissioner
of Police Mr PC Pande, Mr Sharma had assisted in the Naroda Patiya
investigation. For an effective investigation of a very large scale
violence, Mr Sharma had deemed fit to collect the call records of every
call made in Ahmedabad during the riot period. Before Mr Sharma could
analyze the phone records for effecting any arrests, he was once again
transferred out from Ahmedabad on *3rd July 2002* and packed off as an SRPF
commandant at a remote placed called Vav.

It can therefore been seen that *in the short duration between 15th
February 2002 to 3rd July 2002, Mr Sharma was transferred twice*. Those
transfers by no stretch of imagination can be deemed as ‘routine
transfers’. It was obvious that an officer who was effective in combating
the communal violence and was going ahead with the post riots prosecution
was removed from his place of work by the Government. In fact these
transfers took place without the recommendation of the DGP who is supreme
head of the state police. The DGP in fact has gone on record before the
Nanavati commission and has admitted to having objected to the transfer of
officers as that impeded in the effective control of riots. It therefore
shows the malafide intention of the Government in transferring such
effective officers and permitting the rioters to go scott-free.

It is true that in several districts of Gujarat, due to the police action,
many incidents were prevented. Bhavnagar was also one such disrict due to
action by the police, not many incidents had occured…..

In the month of March of the year 2002, I did not make any recommendations
for the transfers. The power to transfer the officers at the level of DSP
is with the Government.* But as the transfers were made without my
knowledge, I had drawn the attention of the Government in that regard. I
had objections to the transfer to the extent that continuity would have
been maintained and it would have been easier to control the riots.*

If not for Rahul Sharma’s investigation of Naroda Patiya as part of which
he collected the call records, today Mayaben Kodnani would not have been
behind the bars. Jan Sangharsh Manch analyzed the call records collected by
Rahul Sharma, and it was on the basis of JSM’s analysis of Maya Kodnani’s
location, it was revealed that she was in Naroda Patiya when the Hindu mobs
attacked while Kodnani herself insisted that she wasn’t present in Naroda
Patiya.
