The coverage of this bill should be broadend with including ethnic minorities and also groups which hold less social power including political power . There are groups who cannot use political pressure to achieve its rights . They also should be brought under the purview of this bill . For example some specific caste which does not include in the category of SC/ST . Victim can be someone not listed in the group . For example , a person interfering in social and religious issues from the majority group and happens to be a victim for his actions against the communal violence . Sreenivas

The draft bill proposes to provide additional protection to religious and linguistic minorities in a state and also to the members of the SC/ST communities. In fact Hindus too would get the special protection of the (proposed) Act where they are in minority: for example in Punjab, Mizoram, Nagaland and Meghalaya. And also as the members of the "linguistic minorities" in a state or the SC/ST will get the special protection. (Three definitions in the proposed Bill are of crucial importance: 1. “communal and targeted violence” means and includes any act or series of acts, whether spontaneous or planned, resulting in injury or harm to the person and or property, knowingly directed against any person by virtue of his or her membership of any group. 2. “group” means a religious or linguistic minority, in any State in the Union of India, or Scheduled Castes and Scheduled Tribes within the meaning of clauses (24) and (25) of Article 366 of the Constitution of India; 3. “victim” means any person belonging to a group as defined under this Act, who has suffered physical, mental, psychological or monetary harm or harm to his or her property as a result of the commission of any offence under this Act, and includes his or her relatives, legal guardian and legal heirs, wherever appropriate;) The Bill is yet to be tabled in the Parliament. (In fact, even the Cabinet is yet to discuss the draft and approve.) Once (if at all) tabled, its provisions will be debated threadbare or, alternately, it will be referred to the Parliamentary Standing Committee (attached to the Ministry of Home Affairs), which will examine it in details. Moreover, the ruling alliance is in minority in the Rajya Sabha. Even in the Lok Sabha, the Congress is in minority. So the (proposed) Bill can in no way be passed without the support of a very substantial section of the non-Congress parties.
