The alleged unauthorized surveillance in 2009 was ordered by then Gujarat home minister Amit Shah <http://timesofindia.indiatimes.com/topic/Amit-Shah>, who in a phone conversation with the police officers had said it was at the behest of "saheb", a reference supposedly made for Narendra Modi<http://timesofindia.indiatimes.com/topic/Narendra-Modi>. Immediately after the Snoopgate issue was highlighted by two web portals, the BJP came up with a statement from the woman's father saying her surveillance was carried out for security reasons after he had requested the CM (Modi) to do so. The Union Cabinet, however, decided on December 27 to constitute a judicial commission to probe the snooping of the woman illegally. The Cabinet also set a deadline of three months for the commission to submit its report, well before the parliamentary elections kicks in. Sources in the law ministry said the three judges shortlisted would soon be contacted if they are ready to head the panel.
