HLPC to wait for court verdict on CA

A meeting of High Level Political Committee (HLPC) ended in New Baneshwor,
Kathmandu on Saturday, noting that the political parties would wait for the
Supreme Court’s verdict as to ‘who will call the first sitting of the
Constituent Assembly (CA)’.

The meeting discussed the issue of whether the Interim Election Council
(IEC) Chairperson Khil Raj Regmi or President Ram Baran Yadav would call
the first CA meeting, but did not take the side of anyone.

The case is under the Supreme Court’s consideration and it would be
inappropriate to take a decision in this regard, observed the leaders who
participated in the meeting.

The leaders, meanwhile, have agreed to convene the first meeting of the CA
at the earliest, it is learnt.

There is no explicit mention in the constitution as to whether the IEC
Chair or the President should call the first meeting of CA. This is
creating constitutional ambiguity for the past several days.
