Kadam said it on 21st April at the central election meeting of the NDA in Mumbai, India's financial capital, at the BKC ground while sharing the dais with Narendra Modi, Uddhav Thackeray, Gopinath Munde, Ramdas Athavle and a few selected others. The collector has also sent his report on the speech to the Election Commission. During his speech, former MLA Mr Kadam had referred to the rioting between the police and Muslim groups in Azad Maidan in 2012. "Five lakh Muslims had gathered at Azad Maidan. They attacked the police, burnt police vans, damaged the martyrs' memorial and molested policewomen. When Narendra Modi comes to power, he will teach such people a lesson," he said in Marathi. The rally was attended by BJP's prime ministerial candidate Narendra Modi and Shiv Sena chief Uddhav Thackeray. The Shiv Sena has distanced itself from the speech. "These statements do not echo the sentiments of Bal Thackeray, Uddhav Thackeray and the Shiv Sena.
