New Delhi: BJP's Delhi CM candidate Kiran Bedi has been accused of
poll violation by the Aam Aadmi Party, after she was seen giving
necklaces to women while campaigning, NDTV reported.

Bedi was seen handing out pearl necklace to a woman during a roadshow
at Patparganj in east Delhi. Aam Aadmi Party has alleged that she is
bribing voters ahead of the Delhi elections.

"They are directly luring voters by giving necklaces. This is very
dangerous. It is clearly a violation of the model code of conduct,"
senior AAP leader Manish Sisodia was quoted by NDTV as saying.

Meanwhile, AAP chief Arvind Kejriwal has been warned by the Election
Commission after he said in more than one public meeting that people
can "take bribe from any party but vote only for AAP."

Delhi will go to polls on February 7 and the results will be declared
on February 10.

FP Kiran Bedi, one of the most vocal members of Team Anna, who riled
Members of Parliament with her Ramlila ghoonghat act, may herself have
some explaining to do. The issue: the inflated travel expenses she has
been charging NGOs and institutions which invite her for seminars or
meetings.

Records of bills, invoices and copies of cheques with The Indian
Express show that Bedi, who is entitled to a rebate on Air India
tickets as a gallantry award winner, pays discount fares but charges
her host institutions the full fare. She has also, at times, claimed
Business class fare while flying Economy.

The Indian Express has 12 recorded examples of this, some of which
date back to 2006 when Bedi was a serving IPS officer. Her last such
travel for which an inflated invoice was sent was as recent as
September 29.

Reimbursement cheques for these fares were credited to India Vision
Foundation, the NGO headed by Bedi. Her chartered accountant Suresh
Vyas said that what was being seen as a "mismatch" was actually a
"saving" done by them -- with Bedi spending less than what she was
reimbursed for. Vyas said the money came in handy for travels for
causes for which Bedi got no remuneration.

According to government guidelines dated February 2001, all gallantry
award winners are entitled to 75 per cent discount on Economy class
tickets on board Air India. Bedi was awarded the President's Medal for
Gallantry in 1979. Her GA (gallantry award) number is 433.

Consider these instances:

September 29, 2011: Bedi flew Delhi-Hyderabad on Air India (AI 560),
then Hyderabad-Chennai (AI 546), in Economy class. The next day, she
took a flight back to Delhi (AI 539).

Total fare paid: Rs 17,134.

Invoice generated for: Rs 73,117 (payment is pending).

While Bedi flew Delhi-Hyderabad, onward to Chennai and back to Delhi,
the fares being claimed are for Delhi-Hyderabad-Delhi (Economy) and
Delhi-Chennai-Delhi (Business class).

May 30, 2011: Flew Delhi-Pune on Kingfisher (IT 150), and returned
from Mumbai on Jet Airways (9W 2049) the next day.

Total fare paid: Rs 12,458.

Bill submitted for/amount received: Rs 26,386.

Charities Aid Foundation India paid, HDFC Bank cheque.

November 25, 2010: Flew Delhi-Mumbai on Jet (9W 2205), returned on Air
India's IC 168 the next day.

Total fare paid: Rs 14,097.

New Delhi: Delhi Police on Sunday slapped a case of cheating against
Kiran Bedi for allegedly misappropriating funds meant for her NGOs in
line with a court's directive, but the activist claimed she has "sound
evidence and endurance" to deal with the FIR.

A case under Sections 420 (cheating), 406 (criminal breach of trust)
and 120 B (criminal conspiracy) of Indian Penal Code was registered by
the Crime Branch this morning following the court direction, Deputy
Commissioner of Police (Crime) Ashok Chand told PTI.

The court had yesterday ordered the registration of a case against the
former IPS officer on a complaint filed by Delhi-based lawyer Devinder
Singh Chauhan despite opposition from Delhi Police.

The court, while ordering registration of the FIR, did not heed to
contentions of Delhi police that the complainant lawyer had no ground
and if there was any misappropriation of funds, the donors, who gave
money to Bedi's NGOs India Vision Foundation and Navjyoti Foundation,
should have moved the complaint. Chauhan had alleged that she had
"looted" various paramilitary forces and police organisations in the
name of imparting free computer training under the banner of her NGOs.

Reacting to the registration of the case, Bedi, who is already under
attack for overcharging her hosts, said, such things happen to people
who do good and that she knew how to deal with adverse situations.
"Having been a cop, I have the sound evidence and endurance to deal
with this FIR. Time will tell.

Fact of life is that things happen to those who do more. "Swami
Vivekananda has said this. I am a maximalist. I do plenty. I do more
good things. I will do even more good things. Life is meant to do
more," Bedi said. This is the second instance in the past two months
that the prominent Team Anna member has landed in controversy, the
first being allegations of overcharging her hosts by inflating travel
bills. Bedi ridiculing politicians during Anna Hazare's August fast at
Ramlila Maidan for a strong Lokpal Bill had provoked sharp reactions
from MPs who had given privilege notices against her.

Asked whether people gheraoed her house or assaulted her in the wake
of the new developments, Bedi said she knows how to deal with such
situations. "I have no problem.

I will deal with it. I cannot answer hypothetical questions," she
said. Team Anna sources said it is now for Anna Hazare to take a final
call on Bedi's continuance in the team. (PTI)

Ten questions for Kiran Bedi

Has injustice been done to Kiran Bedi? That's the question I had hoped
to explore in an interview with her this evening. Alas, after
accepting and reconfirming, she pulled out without giving a convincing
explanation! So now I shall share with you what I would have asked and
let you decide for yourself.

The key issue is the claim she made to this newspaper on the 26th of
July: "Merit has been compromised... I have an outstanding record". Is
she correct? It all turns on her record. If it is outstanding then,
indisputably, she should have been made Delhi's Commissioner of Police
and by denying her the job the Government has acted unjustly. But if
her record is not outstanding or, in fact, is questionable, the answer
could be very different.

So here are the questions I would have put had she not wriggled out of
the interview:

1. To begin with, you've received neither the Indian Police Medal for
Meritorious Service nor the President's Police Medal for Distinguished
Service. Given that these are routinely awarded after completing a
certain number of years of service, isn't your not getting them proof
that your record is neither meritorious nor distinguished?

2. Secondly, is it true that on 4 separate occasions you failed to
complete your tenure and at least twice left your post without
permission which is tantamount to desertion of duty? (She didn't
complete her tenure as Superintendent of Police in Goa, DIG (Range) in
Mizoram, Inspector General (Prisons) Tihar Jail and Inspector General
of Police in Chandigarh. The posts that she left without permission
were Goa, in 1983, and Mizoram, in 1992. Speaking to the Sunday
Observer on the 27th September, 1992, she said of Mizoram: "I left
without asking". Her letter of 25th January,1984 to the Inspector
General of Police in Goa, Mr Rajendra Mohan, establishes that she left
on leave that had not been sanctioned.)

3. Let's examine your conduct in some of the critical posts you've
held. Is it not a fact that as DIG (Range) in Mizoram the Governor
issued a formal note of displeasure against you for leaking
information to the press?

4. Is it true that when President Venkatraman visited Mizoram the
Governor became aware of your plans to disrupt the visit and informed
the Intelligence Bureau that you could not be trusted with classified
information and security? Again, this is said to be part of your
service record.

5. Now let's come to Chandigarh, where you were Inspector General for
41 days. Is it not true that the Adviser to the Administrator wrote to
the Home Ministry to ask for your removal on the grounds that your
presence in Chandigarh was "not in public interest"? (In her
authorised biography 'I Dare!', its claimed Mrs Bedi asked to be
posted out of the city. However, UNI, on the 18th May 1999 claims: "In
a sudden move, the Union Home Ministry today transferred Chandigarh
Inspector General of Police Kiran Bedi with immediate effect.")

6. You were accused of instigating junior police officers to defy the
administration because you disagreed with certain suspension orders
issued at the time. The press said you were "sowing seeds of
rebellion".

7. In 1988 you were a central figure during the lawyers strike of that
year. Even your authorized biography admits that the Wadhwa
Commission, which investigated the matter, "found fault with Kiran".
The press has claimed he called you "a chronic liar".

8. I put it to you, Mrs Bedi, that far from "an outstanding record",
your service record is good reason why you don't deserve to be Police
Commissioner?

9. In fact, if your service record was so good, wouldn't the Lt.
Governor, Tejinder Khanna, whose Special Secretary you were during his
first tenure, have insisted on your appointment as Police Comssioner?
The fact that he didn't shows that he too thinks you are not fit for
the job.

10. Finally, you've said Dadwal's appointment was wrong not just
because your merit was overlooked but also your seniority. But if you
don't deserve the job on merit should you get it because of seniority?

Of course, Kiran Bedi does have considerable strengths. She's brave,
she leads from the front, her constables are fond of her and she's
outspoken. And I'm sure there's more. So, as far I'm concerned, it's
an even greater pity I could not ask her these questions about her
service record. Her answers would have established if her record is
outstanding or if we've been misled into believing it is. Her silence
means we don't know. But what should we make of her decision to cancel
her 3 month protest leave and resume office?

The induction of Kiran Bedi in the BJP and the prospect of her
becoming the party's chief ministerial candidate may have left party
workers ecstatic but it has opened old wounds in certain other
quarters.

The lawyers' fraternity in Delhi is up in arms against her projection
as the BJP's choice for the top job. Leaders of the All Delhi Bar
Association Coordination Committee have warned the party that they
would launch a parallel campaign against it if Bedi didn't apologise
for her action 27 years ago.

On a morning of 1988, a group of Delhi Bar Association members had
gathered outside Bedi's office in north district to protest against
the handcuffing of one of their colleagues, Rajesh Agnihotri, who was
arrested on the charge of theft. Bedi, who was the DCP (North) then,
ordered lathi-charge on the agitating lawyers causing them serious
injuries.

The commission of enquiry led by DP Wadhwa, a sitting Delhi High Court
judge, concluded that Agnihotri's arrest was "justified" but termed
his handcuffing "illegal". It also described the police action as
"indiscriminate and unjustified". The committee declared that Bedi had
connived with a municipal councillor in organising and transporting a
mob to Tiz Hazari which indulged in violence against the lawyers.

"A person who ordered lathi-charge on peace loving lawyers does not
deserve to be the chief minister. Even the Wadhwa Commission has
recommended that she should not be given any higher post. The judicial
verdict should be respected," advocate Sanjeev Nasiyar, president of
the Tis Hazari Bar Association and convener of the coordination
committee, told Firstpost. Nasiyar himself is a member of the BJP.

Demanding an apology from Bedi, he said, "The BJP will have to make
clear its stand on this issue. We will give it time to clarify whether
Bedi has any remorse and is ready to offer apologies." He claimed that
his committee enjoys the support of over 60,000 families of practicing
lawyers and its one call for poll boycott can cause damage to the
party's prospects.

"This is an emotional issue for lawyers and we will discuss and
finalize our line of action soon. We will take a decision on whom to
support in the upcoming assembly elections in the national capital,
said RK Vadhwa, chairman of the committee.

Expressing his anguish over the controversial decision of the saffron
party, Delhi High Court Bar Association president Rajiv Khosla said,
"PM (Narendra) Modi is doing good job but Bedi cannot be his replica
in Delhi. By assigning her greater responsibility, the BJP has done
injustice to the lawyers' community."

"Justice Wadhwa committee had recommended that Kiran Bedi should not
be given to any top post and therefore, she was not elevated to the
post of Delhi Police commissioner despite being senior enough. How can
the BJP fight the forthcoming polls under her leadership and think
about her nomination as the chief ministerial candidate, overlooking
the High Court justice's observations?" he asked.

Murari Tiwari, ex-secretary of Delhi Bar Council, said they cannot
support BJP until it withdraws its decision. "We won't support the BJP
only because of Bedi.

Recounting the horror of the day when lawyers were assaulted by cops
and "plain clothed hired men", advocate Pramod Nagar, former
president, Karkarduma Bar Association, said the decision of the BJP
has "refreshed the old wound". "Even those lawyers who were not taking
part in the agitation and sitting in their chambers in Tis Hazari were
pulled out and brutally thrashed by Bedi's hired goons," he said.
