[The news report at sl. no. II below will help us to refresh our memory.

Just two fragments here:

I. I would like to categorically state in the most unequivocal words
that the officers and men of Crime Branch, ATS and Border Range,
during the period between 2002 to 2007, simply acted and performed
their duty in compliance of the conscious policy of this government.
II. Gujarat CID and CBI arrested me and my officers in different
encounter cases, holding us to be responsible for carrying out alleged
fake encounters. If that is true, the CBI investigating officers...
have to arrest the policy formulators also, as we, being field
officers, have simply implemented the conscious policy of this
government which was inspiring, guiding and monitoring our actions
from very close quarters," said the letter.]

Ahmedabad: Controversial ex-IPS officer DG Vanzara, an accused in the
fake encounter cases of Ishrat Jahan and Soharabuddin Sheikh, on
Wednesday walked out of the Sabarmati Central Jail in Ahmedabad after
spending almost seven and half years in prison.

Soon after his release, an elated Vanzara said, "Surely, Acche Din
(Good days) have returned for me and other Gujarat police officers."

The former Gujarat top cop alleged that the state police was targeted
for "extra legal political reasons". "Police of every state in the
country fought against terrorism. But Gujarat Police was targeted by
the previous political regime not for a day but for last eight years,"
Vanzara told.

Vanzara walks free; says "Acche Din" have arrived

Vanzara will have to leave Gujarat, as the court while granting him
conditional bail, had asked him not to enter the state. He was
arrested on April 24, 2007 by CID crime in connection with the 2005
Sohrabuddin Sheikh encounter case, and since then he was behind bars.

Suspended Gujarat IPS officer Vanzara quits, says Amit Shah misguiding
Narendra ModiExpress News Service : Ahmedabad, Wed Sep 04 2013, 08:56
hrs

DG Vanzara is an accused in several alleged fake encounter cases

Accusing the Narendra Modi government of failing to protect its "loyal
soldiers" who had acted under its "direct instructions", suspended IPS
officer D G Vanzara, facing charges of conspiracy and murder in the
Sohrabuddin Sheikh, Tulsiram Prajapati and Ishrat Jahan encounter
cases, has resigned from service. Vanzara has been lodged in jail
since his arrest in April 2007.
Excerpts from Vanzara's letter: Modi was my god

In a 10-page resignation letter dated September 1 and addressed to the
additional chief secretary (home), Vanzara has accused the state
government, particularly former minister of state for home Amit Shah,
of betraying him and 31 other police officials arrested in encounter
cases being probed by the CBI.

In jail for fake encounters, Vanzara turns Guru Cool

Stating that after the Godhra riots, the Gujarat government had
adopted a "proactive policy of zero tolerance for terrorism", the
letter said, ***"I would like to categorically state in the most
unequivocal words that the officers and men of Crime Branch, ATS and
Border Range, during the period between 2002 to 2007, simply acted and
performed their duty in compliance of the conscious policy of this
government."*** [Emphasis added.]

Ishrat Jahan case: Vanzara arrested by CBI team

Although the Gujarat government termed his letter as
"inconsequential", Vanzara, in a veiled threat, said, "Mutual
protection and reciprocal assistance is the unwritten law between
police and government in such cases. As the government has miserably
failed in protecting its encounter police, there remains no one-sided
obligation on my part to protect the traitors sitting in this
government."

He said the "government has been reaping very rich political dividends
since last 12 years by keeping the glow of encounter cases alive in
the sky of Gujarat while otherwise remaining... indifferent to the
fate of jailed police officers."

Stating that he had remained silent so far because of his "supreme
faith in and highest respect" for Chief Minister Narendra Modi who he
"used to adore like God", Vanzara said, "I am sorry to state that my
God could not rise to the occasion under the evil influence of Amit
Shah who usurped his eyes and ears and has been successfully
misguiding him by converting goats into dogs and dogs into goats since
last 12 years. His unholy grip over the state administration is so
complete that he is almost running the government of Gujarat by
proxy."

Stating that the Supreme Court's order to transfer the Sohrabuddin
trial to Mumbai was like "a skylab" falling, Vanzara alleged that
Shah's "machinations and manouverings" were behind this and the
merging of the Sohrabuddin and Prajapati cases.

Vanzara's letter comes just a week after another police officer
accused in an encounter case, Abhay Chudasama, was shifted to Mumbai's
Taloja Jail.

***"Gujarat CID and CBI arrested me and my officers in different
encounter cases, holding us to be responsible for carrying out alleged
fake encounters. If that is true, the CBI investigating officers...
have to arrest the policy formulators also, as we, being field
officers, have simply implemented the conscious policy of this
government which was inspiring, guiding and monitoring our actions
from very close quarters," said the letter.*** [Emphasis added.]

"By this reasoning, I am of the firm opinion that the place of this
government, instead of being in Gandhinagar, should either be in
Taloja central prison at Navi Mumbai or in Sabarmati central prison at
Ahmedabad," he said.

"Chief Minister of Gujarat has very rightly been talking of repaying
his debt to Mother India. But, it would not be out of context to
remind him that he, in the hurry to march to Delhi, may kindly not
forget to repay the debt which he owes to jailed police officers who
endowed him with the halo of brave chief minister," said the letter.

Vanzara accused the state government of "clandestinely making all
efforts to keep me and my officers in jail so as to save its own skin
from CBI on the one hand and gain political benefits on the other."

When contacted, Additional Chief Secretary (Home) S K Nanda said, "His
resignation holds no value for us... Under the civil services rules,
he cannot resign while he is under suspension."

A senior CBI officer associated with the encounter cases said, "He is
chargesheeted in three major encounter cases where his role has been
probed and proved. This (resignation) will not have any impact on the
cases."

Recently, the government had upgraded the annual confidential report
of IPS officer Rajnish Rai, who had arrested Vanzara and other two IPS
officers in the Sohrabuddin case.
