Govt threatens to extend session; Cong wants bill sent back to select panel

The government's plans to get the mines and minerals bill passed in
the Rajya Sabha was stonewalled by Congress and Left parties as they
demanded that the proposed legislation be sent back to the select
committee.

With Congress forcing adjournment of the House, the coal mill [read
"bill"] could also not be taken up. With ordinances on the two issues
lapsing on April 5, government indicated that it may extend the
session by a week to get them passed.

An agreement was reached after talks between BJP , Congress and the
Left in the Chairperson's chamber as per which the mines bill will be
taken up by the Rajya Sabha on Friday at 11 am. The coal bill is will
be taken up after ques tion hour.

Soon after the budget was passed by the Rajya Sabha, Dy Chairperson PJ
Ku r i e n a n nounced that the mines and minerals bill be tak en up
for discussion and passage.While CPM member P Rajeeve moved an
amendment stating that the bill should be referred back to the select
committee which had submitted its report -with four dissenting notes
-on Wednesday .

Congress members protested against the `dictatorship' of BJP and said
the select panel had not incorporated suggestions of majority members
and the report was hurriedly prepared.

Government sources claimed SP , JD(U), TMC, DMK, AIADMK, BSP and TDP ,
are on board. They alleged since Congress and Left knew their
amendments would be defeated, they disrupted proceedings and forced
adjournments.

Congress MPs walked into the well of the House and forced two
adjournments after which the House was adjourned for the day .

Even as the NDA government seems to be determined to pass the Right to
Fair Compensation & Transparency in Land Acquisition, Rehabilitation &
Resettlement Bill, 2015, an internal committee of BJP has found some
sticking points on the consent clause even among farmer groups
sympathetic to the party .

According to top sources ` in BJP , the eight-member committee headed
by party vice-president Satya Pal Malik has submitted its feedback to
party chief Amit Shah. Though at least six out of the nine amendments
made to the bill in the Lok Sabha were as a result of this committee's
feed back, one important sticking point has remained unresolved.

"Most of the representations made by farmers groups and activists to
the committee wanted restitution of the clause which stipulated that
80% of land owners should give consent for acquisition before the
state can step in and acquire the remaining bit for any private
project," Malik told ET. "We haven't submitted any written report;
just given a feedback and written ideas suggested by stakeholders whom
we spoke to for over 10 days," he added.

"I feel there is more propaganda around it than what is actually
there. It is a fair bill, but like the rumour of grease ridden
cartridges which had set off the revolt of 1857, rumours are
strengthening the opposition to the bill," he added.

For example, he added, the acquisition of land one km deep from
proposed industrial corridors was being touted as a grave rip
off."Yet, provision for acquisition of land 500 metres on either side
of the corridor is there in the old UPA bill too," Satya Pal Malik
added.

`APOLOGISE TO FARMERS' - Cong Rejects Govt Invite to Debate

The Congress leadership has rejected Cabinet minister Nitin Gadkari's
bid for a peace-making effort with the opposition party on the
contentious land acquisition bill.

Congress' resolve to stay focused on the farmers issue is also evident
from Sonia Gandhi's plan to tour Rajasthan and Haryana, where untimely
rains have caused damage to crops.

Soon after the Centre publicised that Gadkari had written to
Opposition parties and Anna Hazare, inviting them for debate and
dialogue, AICC rejected it and asked Centre to withdraw the bill and
apologise to farmers.

Terming Gadkari's effort as diversionary tactics, Congress asked the
minister and PM Modi not to try to "hoodwink" farmers. The Congress
statement pointed to the "unusual hurry" the NDA government had showed
in bringing the ordinance, "using the tyranny of majority" in pushing
the bill through the Lok Sabha and the BJP U-turn by diluting UPA 's
land bill, which the saffron party had supported. Congress also
wondered why Gadkari was trying to jump in when Rural Development
Minister Chaudhary Birender Singh was keeping mum.
