Govt moves to send land bill to joint panel

***The Modi government on Monday made a significant move to clear the
way for passage of the land bill in the monsoon session but was
struggling to make headway because of uncertainty over whether the
Congress will join the joint committee of Parliament proposed to be
set up for a fresh scrutiny of the contentious legislation.***

Sources said the government discussed its suggestion of setting up a
joint committee of the two Houses to examine afresh the reservations
expressed by opposition parties, with representatives of the Congress
and others, while agreeing to refer the GST bill to a select committee
of Rajya Sabha. However, while several parties welcomed the move and
even submitted names of those who would represent them on the panel,
the government was still waiting to hear from the Congress. The
proposed 30-member joint committee is proposed to be tasked with
submitting its findings in the first week of the monsoon session.
Given the BJP's superior numbers in the Lok Sabha, the panel is
expected to support the bill, clearing the way for it to be introduced
for voting in the RS.

Though it will be defeated in Rajya Sabha, a vote will allow the
government to convene a joint sitting of Parliament where it can hope
to prevail because of its overwhelming Lok Sabha numbers. The
government is considering senior BJP member S S Ahluwalia as its
choice to head the joint committee.

The move, along with the offer to send the GST bill to a select
committee, possibly headed by the BJP's Bhupendra Yadav , with the
mandate to submit its report in the monsoon session, will have set the
stage for the government to get two big ticket reforms cleared in the
next couple of months.
